Amazingly, the passage becomes barely readable if the position of the letters is reversed, with only the first and the last retaining their locations. Turns out that the position of the inner letters does matter. To be readable they have to be on average relatively close to their original position. This occurs in the "random" locations of the selected passage but does not occur if the inner letters are reversed.
